Thousands of protesters remained camped at New Delhi’s Jantar Mantar on Thursday, defying restrictions after police used tear gas and batons to disperse demonstrators twice this week.
The Cockroach protests began over leaks in competitive entrance examinations for medical colleges and government jobs but have expanded into a broader movement focused on accountability, unemployment and economic opportunity.
Protesters are demanding the resignation of education minister Dharmendra Pradhan, reforms to the examination system and compensation for families of students who died by suicide after paper leaks.
Prime Minister Narendra Modi announced fast-track courts to handle examination leak cases, saying the welfare and future of young people were paramount. Protesters said the plan did not address their demands.
“I know an exam paper leak is not a small issue,” Modi said. “For millions of students and parents, it is deeply painful. That is why we have taken several steps. Those guilty have been arrested and are in jail.”
Authorities suspended Delhi Metro service at 16 stations, but demonstrators returned despite roadblocks. Opposition parties have backed the protests, which have spread to other Indian cities.
