Bhutan has been ranked as the only “free” country in South Asia, according to the latest Freedom House report assessing global political rights and civil liberties.
The report, released on Feb. 26, 2025, rated Bhutan higher than its regional neighbors in categories such as electoral process, political pluralism, and civil liberties. Freedom House, a U.S.-based nonprofit that tracks democracy worldwide, found that Bhutan maintained steady democratic governance amid broader regional declines in political freedoms.
Bhutan transitioned from an absolute monarchy to a constitutional democracy in 2008. The country has since held competitive elections and strengthened key institutions, a process analysts say has contributed to its stability. Unlike some post-colonial states that faced political upheaval, Bhutan’s leadership implemented a gradual approach to democratization, incorporating civic participation and government accountability measures.
The report highlighted concerns about press freedom and judicial independence in other South Asian countries, while noting that Bhutan continued to uphold democratic norms. Experts say the country’s governance model offers a case study in democratic resilience despite global trends of democratic decline.
Freedom House’s annual rankings assess nations based on political rights and civil liberties, categorizing them as “free,” “partly free,” or “not free.” Bhutan remains the only country in South Asia to receive a “free” designation.
