Bangladesh building violations worsen congestion, fire risks, and emergency access in Chattogram

Building-rule violations are widespread in Chattogram, Bangladesh, with about half of buildings deviating from approved plans, according to Chattogram Development Authority (CDA) officials.

CDA data show 30,337 building plans were approved between 2009 and 2025. Officials said residential buildings have been converted into hospitals and commercial properties, parking areas have become shops, and structures have been altered after approval.

Inspections found violations at Aristocare, Epic, National, Lancet, and Ibn Sina hospitals, as well as Hamdard Building. At National Hospital, only 28 of 50 approved parking spaces were found, while its fire escape was blocked with waste.

CDA fined Hamdard Building owners Tk200,000 (approximately $1,626) over shops built in a parking area.

Officials and civic groups say the violations worsen congestion, fire risks, and emergency access. CDA chairman Belayet Hossain said authorities plan tougher enforcement, including withholding utility connections.
